A frame cage contains the queen on one (or two) frames while the rest of the colony carries on around her. Workers pass through the mesh to tend and feed her, she lays as normal, and every egg she produces is in that frame where you can find it.
That does two jobs. For queen rearing it fixes the timeline, because the age of every egg in the cage is known to the day rather than the week, which is what a grafting schedule depends on. For varroa it makes a trapping comb: with no other open brood in the hive, mites move into the only cells available, and lifting that frame out takes a large part of the mite load with it.
